The New Deal program enacted by Franklin Delano Roosevelt during his presidency was aimed at helping Americans get back to working. In order to get Americans back to actually working this New Deal program made many sub programs that were separated into three sections : Relief programs which were the programs that were designed to get Americans back to work, recovery programs which were made to get businesses stabilized and reform programs which were there to act as safety nets for businesses.
Although many of these programs were helpful in rebuilding the economy, they did have major drawbacks including discrimination. The CCC (Civilian Conservation Corps) was Roosevelt’s most praised new deal program. Even though it employed over 250,000 blacks that only attributed to 10 percent. “Robert Fechner issued a directive ordering the “complete segregation of colored and white enrollees.” While the law establishing the CCC contained a clause outlawing discrimination based upon race; the CCC held that “segregation is not discrimination”.” The CCC also did not hire women at all only men. Robert Fechner was in charge of the CCC at the time and had issued that statement. Roosevelt had not acted upon the discrimination that took place in the CCC. He knew that there was lynching going on, but his reasoning was that he needed the votes of the Southern Congress members to make his new deals. The NRA employed both men and women, yet paid women a lower wage than that of a man performing the same job. Sexism was alive and well in the new deals programs.
One of the deals that made the economy rise better was the AAA Roosevelt said “If farmers starve today, we will starve tomorrow.”(Henretta. pg 756) If the farmers were not making food for the nation then who would supply the food. Roosevelt’s plan paid farmers for not producing certain goods and for destroying any product not used. The AAA was very discriminatory towards farmers because it focused more on larger farms rather than the small ones. The program caused over 200,000 black sharecroppers to get kicked of their land because the farmers greatly reduced their acres. The CWA (Civil Workers Administration) gave 2.6 million jobs to men and women. The jobs involved building bridges, constructing buildings, and creating community projects. But this program only lasted for about 5 months because of it had used 1 billion dollars something the economy did not need. It was to help Americans in the up a coming winter. The NRA was to relieve the economic strain on the economy. The NRA set the working hour max and also set the minimum wage. Also gave workers the right organizes. Even with the ability to make a labor union, the big companies tended to change the laws of the NRA to their liking and they had the say in what was happening.
The term “Last hired, First fired” refers to where blacks were fired in order to make room for white workers. If the business could use black labor it would, but dump them if whites needed the job. Blacks had moved to the city during the late part of the progressive era.
